Explicitly set LC_COLLATE to set sorting order, not LC_ALL, which affects
everything.

Run locale_config as root. or edit /etc/sysconfig/i18n directly.

Nalin, Jens mentioned that MAKEDEV might need some work to function
properly with LC_COLLATE != C.
