makewhatis doesn't seem to work



I'm running wolverine from ISO images.  I noticed that 'man -k' didn't
work.  There are no "whatis" files in any of the man directories.  

I checked that cron.daily had makewhatis.cron in it and furthermore that
the file was accessed at the time the cron.daily was run (4 AM or so).

I tried running 'makewhatis manually':

[root bigbang cron.daily]# /usr/sbin/makewhatis -u -w -v
about to enter /usr/share/man
about to enter /usr/man
about to enter /usr/X11R6/man
about to enter /usr/lib/perl5/man
about to enter /usr/kerberos/man
about to enter /usr/local/man
----
and still got no "whatis" files.

I tried running makewhatis with "sh -vx", but got 6134 lines of output, so
I decided to take the easy way out and see if somebody had already found
and solved this problem before delving into the verbose shell output.
