Tested with Zanata version 1.7-SNAPSHOT (20120719-0027)

The unengaged user is deleted without problem.

However, deleting engaged user (who has done translation) still cause
Unexpected error.

Instead, it should state that: 

The user account is disabled.
However, the translation he/she inputed is still kept.

REASSIGNED.
