Note that Zanata 1.6 no longer returns 404 for real documents which don't have
any translations yet, it just returns zero textflowtargets in the XML (unless
you request skeleton generation).  

In other words, if the source document resource exists, and the locale is a
legal one, the target resource will exist too.)


Anyway, about this RFE, what we could do is add Link refs to the Source
Document metadata, ie

http://zanatatest.usersys.redhat.com/rest/projects/p/skynet/iterations/i/1/r/8816-134374/meta/

which would include one link for each locale, pointing to the translated
resource for that document in that locale.
