Talking about de facto, have a look in "locale -a".
It is in format of like ja_JP (except eo, which do not have any country
associate with it).


As Carlos said, in Zanata, can handle xx and/or xx-YY team, if you set client
locale mapping"<locale map-from="ja">ja-JP</locale>, you can output ja.po for
ja-JP locale team.
