Description of problem:
The roles added via Administration -> Role Assignment Rules are not removed
when the tests are completed.

How reproducible:
Easy always

Steps to Reproduce:
There's a new test in https://github.com/zanata/zanata-server/pull/526
(feature/administration/AutoRoleAssignmentTest.java:createAutoRoleAssignment)
that creates a rule and logs in as the affected user.
Running this test repeatedly resets the database, but the rules will show
duplicated.
