This means the war file will now be fetched from the local maven repo
first and then from maven central.

  chore(overlay): remove installer

The overlay now comes with the zanata web archive, so there is no need
to include the installer and its dependencies.
Also added a zanata.properties file to modify instead of the standalone
xml itself. No real standalone.xml templating at this time.
