Description of problem:

When creating a new project there is a option to add a customized list of
locales. Selecting so, but There is no available locales in the selection list.
I have defined 5 languages in manage languages.

Version-Release number of selected component (if applicable):

1.3-plpha-1

How reproducible:

Always

Steps to Reproduce:

1. Login Zanata using admin account.
2. Click menu Project and click Create project
3. Select 'Would you like add a customized list of locales?'

Actual results:

There is not available locales.

Expected results:

My expectation is enable languages are listed in available locales.
