Well, a project (or project version) can be marked read-only for all
users by admin or by a project maintainer, so that's one way you can end
up in read-only mode. We don't currently audit this action.
Another way to find yourself in read-only mode if you don't have
permission to translate the project/version in question (eg not in the
locale team). Or if there's a bug in that determination, which I think
you might have hit. We're looking into it.
