It can happen for any project/version/language where a read-only user
(not a member of the relevant language team or project owner) opens the
translation workspace before a read-write user does (eg project owner).

This is caused by https://bugzilla.redhat.com/show_bug.cgi?id=841381  A
fix is being tested now, and will be in Zanata 1.7.
