[zanata-users] Angika (anp) for FUEL Project

I've added Angika to the translatehouse.org wiki page (well, to my pull
request).

I've also added the Angika plural forms to Zanata's source code.  It
should be in Zanata 3.2.1.  (Unfortunately, adding new plural forms is
slower than it should be.)
