[zanata-users] I can not add languages normally in Zanata

Hi guys,
    I'm a new user of Zanata from Shanghai International Studies University. I've deployed a Zanata instance within our campus network. But I cannot add languages normally, i.e. I cannot change Language Code and Country Code when I add a new language. The screenshot is as below:
 
My Zanata server version is 3.9.6.
