What do you've expected instead? Just extract the zip file and follow the
installation instructions in README.md.

BTW, the source code of Zanata is unmaintained for some time, and it is
unknown if someone will take stewardship next time. I wouldn't encourage
you to setup your own Zanata server, unless you are willing and able to fix
upcoming issues for yourselves.
