[Devtools] [Container-tools] openshift is way too permissive in the CDK/ADB

Opened https://github.com/openshift/origin/pull/8929 to make:

oc debug dc/thing_that_works_in_cdk --as-user=10000

possible, which should catch 90% of real user problems.
