I keep the root and default config to en_US and only change per user
account to German (like for my kids;-). To change the printing setup
to A4, I am setting LANG before calling system-config-printer:
        LANG=de_DE.UTF-8 system-config-printer-tui --Xadd-local \
                --device=/dev/usb/lp0 --make="HP" --model="PSC 2110" \
                --as-default --name=printer
