[almighty] move of sept 6th goals doc to github

Hi,

In the name of transparency and "Google drive sucks for searching when 
your name is Max" I moved the Sept 6 doc we had to list goals for Alpina 
to github.

New link is https://github.com/almighty/almighty-core/issues/99

For now put it in issues on github - might want to be in devdoc but 
kinda felt it was nice to have "close" to the other issues.
