I managed to get a lot of help from yum when doing something similar for
the SPARC port of Fedora.  To get a running system, I used a
super-minimal install of Aurora (RH 7.3, essentially), upgraded to our
latest build of Fedora, then installed additional packages as needed. 
Though if you were trying to test out upgrade paths or dependencies,
that might not be the way to go.
