[Container-tools] Naming the "Container App Spec and Libraries" project

That is the part I was missing until yesterday.

Atomic: scalable app runtime for containers, including all orchestration components

Atomic Arch: defined components of a scalable app

Atomic host: base platform for hosting containers in a scalable app

Am I missing anything?
