[Container-tools] Preparation: Atomic App 0.1.13 Release on Wednesday

We're releasing 0.1.13 of Atomic App on Wednesday
(November 4th). 

Going forward, we will be on a time-based release of every two
weeks (starting Wednesday). 

If you have any PR's you'd like to push before the next release please
(kindly) ping the respective people.
