Do we want to force rebuilds of the box whenever we do an errata for any
of the embedded images?  That would certainly improve the user
experience, but would also extend the size of the build chain we need to
rebuild whenever there are core package updates.

+1, this seems like a far preferable long-term solution once we've got
one that works.
