[Container-tools] Atomic App 0.2.1 Release

I'm pleased to announce the long-awaited 0.2.1 release!

This release introduces a complete refactor of the Atomic App code
base as well as the introduction of new features. We have also
optimized the Dockerfile's as well as fixed numerous bugs along the way.

Features include:
 * No more exporting to the current working directory
 * Installs are pulled into /var/lib/atomicapp by default
 * JSON Pointer xpathing for artifact resources

I'd like to give thanks to all developers whom contributed to the
release.
