In practice, no, because the logs are not structured, most of the time
hard to read and full of not interesting things. I never found any
useful irc log, and reading meetbot minutes is always a mess.

Privacy concern more than discussion. Ip addresses are considered as
private information under EU laws, and people can always leak
information by errors.

So "public domain" is a very specific legal term, and I am quite sure
that's not the meaning you want. 

But now, if you think privacy do not matter, that's fine by me, I can
also just decide to not join the channel, and that's it.
