[Container-tools] [Prerelease] Atomic App 0.3.1

Hi all,

We will be releasing Atomic App 0.3.1 on Wednesday this week.

There are approximately 39 commits which will be merged into this
weeks release. 

This is our first release of the year! :) Happy 2016 to everyone!

As always, if you have any open PR's, please ping the respective
people if you wish to have it merged before the release date.
