Do you have something like this in your FDF file:

INF  RuleOverride=ACPITABLE OvmfPkg/AcpiTables/AcpiTables.inf

[Rule.Common.USER_DEFINED.ACPITABLE]
  FILE FREEFORM = $(NAMED_GUID) {
    RAW ACPI               |.acpi
    RAW ASL                |.aml
  }

(This is not an exact answer, just a guess.)
