Yes, that explains it.
Now that I have registered an address like telemetry/tenant1 in EnMasse, messages are shown in the Dashboard.

The console doesn't yet aggregate all the messages on sub-topics. So
e.g. if you send to telemetry/tenant1, that doesn't at present show up
in stats for telemetry. Might that explain what you are seeing?
