[EnMasse] 0.13.0 released

Hi,

EnMasse version 0.13.0 has been released[1]! See changelog[2] and closed 
issues[3] for changes. Highlights for this release are:

* Added support for authentication. Users can now configure an address 
space to use one of the following authentication services for clients:
    * none - allow all
    * standard - authenticate against the EnMasse keycloak instance
    * external - authenticate against an external service (using same 
SASL delegation mechanism as in standard)

* Secure *all* internal communication between components using TLS with 
client authentication. This ensures that only components trusted by an 
address space CA can connect to internal services in that address space.

37 issues has been fixed since the previous release. Thank you for all 
contributions and bug reports!
