My own testing was:

Clean install use-case:
* Install 0.28.1-rc4 on OpenShift 3.11
* Create a standard address space, with single messaging user and single queue.
* Test AMQP messaging
* Kick the tyres in the console.

Upgrade use-case:
* Install 0.26.3, create a standard address space, with single
messaging user and single queue.  load queue with persistent messages
* Upgrade to 0.28.1-rc4 by applying the bundle
* Verified that the existing authentication service maintained with
the existing user population
* Consume messages sent pre-upgrade.
* Kick the tyres in the console.
