[et-mgmt-tools] [PATCH] Fix virt-manager pause menuitem bug

Hello,

Currently upstream virt-manager has a bug where the pause and resume
options disappear from a vm's right-click menu. This can be seen by
pausing a machine in the manager, then resuming that machine; the
'pause' option will not be present in the right-click menu for the now
active machine.

The patch makes the pause button visible if the vm is in any
state that isn't VIR_DOMAIN_PAUSED.
