[et-mgmt-tools] cobbler/koan/python-cheetah blocking yum upgrade?

I'm attempting a yum upgrade (fc6 to f7) on a machine, and yum  
resolves all dependencies except for cobbler, koan and python- 
cheetah.   For some reason it appears to be looking at the fc6  
packages, which is odd, it's not doing that for any other packages.   
The repos are synced with 'cobbler reposync'.  --allow-downgrade  
doesn't help.   Oddly, neither does '--exclude=cobbler --exclude=koan  
--exclude=python-cheetah'.

Has anybody tripped over this one before?
