Sounds like the web user interface is unable to connect to cobblerd, 
even though your log does indicate it is started.

For starters, make sure you've followed the instructions here: 
https://fedorahosted.org/cobbler/wiki/CobblerWebInterface and
that "cobbler check" does not report any problems.
