[Ambassadors] Active/Inactive Ambassadors

Why not look into why people are not active in Ambassadors?  Maybe IRC
meetings doesn't work for people.  If so, look into other solutions that
work, be that using the mailing-list or something else.  To kick people
out of the Ambassadors is *not* the way to build a community.
