groupinstall will still exist, but how the groups are resolved may
change.  Today it's a comps file, which is a bit of a mess to maintain.
In the future there may be a much better way of defining groups.  Since
this is something of a moving target, I like the idea of a package
itself providing the start of the build root, less moving, and easier to
hand out so that people can duplicate our build root exactly.
