You need to enable the named and dhcdbd services:
# chkconfig --level=235 named on; chkconfig --level=0146 named off;
# chkconfig --level=235 dhcdbd on; chkconfig --level=0146 dhcdb off;
NetworkManager depends on these services being started for caching-nameserver
use to be enabled.
