cinepaint should probably follow the same guideline if ever there is plugins...

I've recently discovered that there is perl scripts to be used with gimp
http://search.cpan.org/~sjburges/Gimp-2.0/Gimp.pm

If ever someone want to package them, the guideline may need to cover
the case...
