I also thought it was per user, but I got the same pause behavior even
after I logged in on Ctrl+Alt+F1, as I recall.

PS: IMHO, it would be worth the extra effort to clear this and the
associated issues as discussed upstream:

in time for the next spin of RHEL. The Linux desktop, with orca, gok,
and dasher as builtin AT, plus the solid support for a11y in Firefox 3
and Open Office 3 should finally make Linux a serious contender for U.S.
Government desktop sales under Sec. 508--something that hasn't been
there before.
