You might consider using something like nsscache to reduce the load on
your server.  I have also found that some pieces of network hardware,
specifically redline load balancers, keep the connections open but
lose track of them.  Decreasing the idle timeout in that case will
have an immediate effect on your "bottom line".

It is, but you can increase on-demand to anything up to it.  I believe
it's 16384 descriptors per process on Linux.
