 Things to change:

 * Pressume each beat is going to be a <section> in XML
 ** "Titles like this" that have a capital letter for only the leading word
 ** "Chapters Titles Have All Capital Leaders" but those are only XML
 container files and may not have a correspondent in the wiki; however ...
 * Create container wiki pages that correspond to the release note
 chapters, which mainly transclude the other wiki pages
 ** These containers should have a natural language name that matches their
 XML page name
 ** They are chapters, so can use header1 = = for their main title
 ** But in a category such as [[Category:Release Notes Beat]]
