Requirements for new writers and editors

I've now written this up to try to pull the different bits together:

(Original page name left in place because I couldn't think of a better
one).

Aside from the various lists and accounts we also have the writers and
editors pages on the Wiki:

Editors:

http://www.fedoraproject.org/wiki/DocsProject_2fEditors

Should writers and editors request a Wiki login as a matter of course,
or should we be maintaining these as new people SelfIntroduce ?
