Draft: Steps to get DocsProject's CVS write access

Hi guys,

Before beginning to change all DocsProject's wiki, let me present you with a 
draft regarding our decision in the last meeting:

It's really simple, but as I looked throught DocsProject's wiki, I'll have to 
change many things :)
