libshout, ices, and icecast for FE

libshout2 can be parallel installed with libshout - though the devel
packages will conflict (if I remember). Perhaps there is a way to
resolve that?

That would be better so as to not break applications that do not build
against libshout2 (if there are any still - may be moot)
