well its true that with rh and fedora theres not that much splitting like with 
other distros as mdk e.g.:

%{name}
lib%{name}
lib%{name}-devel ...

but then again... i never really liked the extreme cluttering without real 
sense idea... sure it saves a few kb in some cases... but with todays 
discspaces that surely isnt a real problem. 
again we assume the end user has no clue. with that in mind id come to the 
following conclusion:
if you have a module more or less installed doesent hurt... unless it really is 
not necassery by default or not even really recommended... and/or pulls loads 
of unnecassery deps in.
again theres the support overhead problem (from a devs point of view)
and the usability prob (from an end users point of view) if you clutter stuff 
too much.
