Games engines, game data, and Requires

The preferred way to package games and game files is to put them in
separate packages.  This allows the packager to release updates for the
game engine without requiring an update of the often-unchanged and
sometimes large game file package.

But neither package is really of any use without the other.  In this
case it would seem that a circular dependency is needed.  I haven't
noticed any problems with this on my own system, but thought I would ask
the list if there are any issues with circular dependencies that should
be watched for.
