Extras + Legacy or not?

Well and where to put things.  Legacy now has the authority to publish our 
updates into the existing updates/ directories on the master mirror, but 
getting the content there is a challenge.

And yeah, the email is one per package, and there is extra information about 
that package, like why we're issuing the update.
