gtk2-immodules-xim is not needed.

But can't you see im-cedilla.so (from gtk2-immodules) is gtk specific so it
won't work consistently across the distro, eg in KDE, etc.

Sorry, it does not seem to be the Right solution I am afraid
but looks more like a hack.

You didn't answer the question about trying to use a Brazilian
layout instead of US International.  Could you please try
that at least from gdm login and report your experience?
