Correct.  It's also missing all the SRPMS and stuff.  I'm still 
populating the server.

Change that slightly.  For a generic listing example:

[legacy-utils]
name=Fedora Legacy Project RHL $releasever Legacy Utilities
baseurl=http://download.fedoralegacy.org/redhat/$releasever/legacy-utils/$basearch

Note the use of $releasever and $basearch.  These variables are figured 
out by yum at run time.
