It sure looks like I found a problem RedHat knew about, fixed in 7.3 then
forgot about in 8.0. I don't have an RH9 box to test on, but the problem is
fixed in RHES3.
urllib2 (part of the python package) does not support non-annymous ftp in RH8.
This was fixed in an update released for RH7.3 as per the change log here:

However, that fix never made into RH8. As such, specifying a url like this
ftp://user:pass@server/path
in yum.conf does not work on RH8.
I took apart the RH7.3 rpm and grabed the patch to fix nonanonftp, added it to
thr RH8 sources, updated the spec file and built the rpms. Yum seems to work
peachy w/ nonanonymous ftp now.
The related RPMs will are at http://share-foo.com/rpms/ . I've attempted to
conform to your packaging guidlines. Let me know if I've made mistakes.
