yum and rpm updates for 8.0

There are a lot of folk who are ALREADY using yum, and this this is 
nothing new for them.

Perhaps a better doc for the rpm upgrade should go like:

"If you are using yum for most/all of your package manager needs, then 
upgrading rpm is unnecessary for you as yum does not trigger the 
problems.  If you use apt or rpm directly for most of your work, 
upgrading to this release of rpm will limit the amount of problems you 
have."
