Then we need to do a better job of getting people to vote.  As I already
said, I can be coherced into voting, but someone has to do the cohercing.
Right now, no one is actively pursuing getting people to vote, and hence
people are not voting.

The solution is to get people to test/vote, not to remove the testing/QA.

And before you ask, yes, I really am serious about that.
