Cannot install FC2

That would depend on whether you have the CDROM drive installed on a
tertiary IDE controller (IDE2), or on a SCSI bus that you can't normally
boot from.
 
1.	Is the CDROM a SCSI device?
2.	Is the CDROM on the Primary or Secondary IDE controller?
3.	Is the CDROM on a controller not listed in 2.?
4.	Can you boot any other bootable CD's from the suspect CDROM drive?
5.	Did you use your CDROM drive as a coffee cup holder at some point?

I forgot to answer that one.  yes it is configured as the primary boot
device and the hard disk is second and the floppy is third.  Does the CD
need any drivers or the like to read the CD?

So did you verify in the bios that the CDrom is configured as a boot

I think the problem has been found.  I burned them as data so I will

Most likely you need to configure your bios to boot from the CDrom
drive.  
 
The next most likely problem is that when you burned the CDs you did not
burn them as images.  In you CD burner software there should be an
option to burn the CD as an iso or image, then select the iso file you
downloaded.  This will burn a bootable CD.  If you just burned the iso
as data to the CD that will not work.
 
My money is on the bios settings.
