You need to check the BIOS settings, it's possible that it's set to boot
the HDD first and the CD second or third.  Getting into BIOS setup
depends on the maker, DEL works on a lot of them, F2, F8, during the
POST it should say 'press DEL to enter setup' or similar and go from
there.
